Regulatory Requirements:

The scenarios below describe the response criteria required by 33 CFR Table 155.4030(b), pertaining to the SMFF section of a vessel response plan. It is the responsibility of the vessel owner / operator to conduct periodic exercises and to verify the availability and capabilities of the response resources listed within each vessel’s response plan.


Scenario 1: Ship in distress / no fire onboard | Distance offshore: Up to 12 nm
Required Service: Deliver a surveyor to the ship within 6 hours for on-site assessment
Scenario 2: Fire onboard | Distance offshore: Up to 12 nm.
Required Service: Deliver a surveyor to the ship within 6 hours, a 12-person fire team within 8 hours and external firefighting equipment within 12 hours
Scenario 3: Ship in distress / No fire onboard | Distance offshore: 12 - 50 nm.
Required Service: Deliver a surveyor to the ship within 12 hours for on-site assessment
Scenario 4: Fire onboard | Distance offshore: 12 - 50 nm.
Required Service: Deliver a surveyor and a 12-person fire team to the ship within 12 hours, and external firefighting equipment within 18 hours
